First Responder Terms of Use

T.R.U.S.T. Argus is built to support first responders and emergency teams during real-time incidents. It facilitates the collection and communication of triage data, geolocation, and casualty status during mass casualty incidents (MCIs) and natural or manmade disasters.
By using this platform, you agree to follow the responsibilities and guidelines below to ensure effective and lawful emergency response.
Responsibilities
As an authorized user, you agree to:
- Only submit verified and accurate triage data
- Use patient data solely for emergency treatment and response coordination
- Secure any personally identifiable or protected health information (PHI) in compliance with HIPAA and departmental policies
- Follow department SOPs (Standard Operating Procedures) when using the app in the field
- Report any system malfunctions, data errors, or suspected breaches to the T.R.U.S.T. Argus support team immediately
Data Use and HIPAA Compliance
Data collected in the field is shared with appropriate local, state, and federal emergency systems, including FEMA, hospitals, and other licensed agencies.
All data is:
- Encrypted in transit and at rest
- Access-controlled by role and authorization level
- Logged for audit purposes under HIPAA standards
T.R.U.S.T. Argus does not make medical decisions. It is a decision-support tool. You, as a trained responder, remain fully responsible for all clinical judgments and actions taken.

T.R.U.S.T. Argus is an operational platform for coordinating triage data, emergency incident response, and real-time situational reporting. As a dispatcher or administrative supervisor, your role involves managing responder access, ensuring lawful use, and safeguarding transmitted data.
By using or managing this system, you agree to the following terms:
1. Platform Purpose
T.R.U.S.T. Argus supports:
- Mass casualty incident (MCI) triage coordination
- Real-time location and status updates of injured individuals
- Data sharing across jurisdictional boundaries
- Secure communication between field personnel and command
2. Administrator Responsibilities
As an agency administrator or dispatcher, you are responsible for:
- Assigning and revoking user access credentials
- Ensuring that only authorized personnel operate the platform
- Monitoring app usage and triage traffic for accuracy
- Escalating critical data to relevant emergency services
- Maintaining data logs in accordance with your agency's retention policy
You must not:
- Modify or tamper with triage input from field personnel
- Share protected health or location data outside authorized channels
- Allow untrained or unauthorized users access to the system
3. Compliance Standards
You are expected to follow:
- HIPAA Privacy & Security Rules (45 CFR Parts 160 and 164)
- FEMA emergency communications protocols
- Local and state emergency response SOPs
